Traditional policy development assumes a relatively stable technology landscape: a system is deployed, a policy is written to govern it, and the policy remains relevant until a significant system change triggers a review. This assumption fails comprehensively for AI.
AI capabilities change continuously, often through vendor updates that do not require a procurement decision by the organisation. Microsoft 365 Copilot features available today are different from those available six months ago and will be different again in six months' time. A policy written for today's Copilot capabilities will be simultaneously over-restrictive in some areas and under-protective in others by the time it has completed the approval process.

A principles-based AI governance framework articulates the core values and risk criteria that govern AI use (transparency, human oversight, data minimisation, non-discrimination) and provides clear guidance on how those principles apply to the most common AI scenarios the organisation faces.
The scenario guidance approach acknowledges that no governance document can anticipate every AI use case but can equip people to make good decisions about unanticipated ones by providing clear examples of how principles have been applied to similar situations.
Regular scenario guidance updates, issued quarterly rather than through a comprehensive policy revision process, allow governance to keep pace with AI evolution without requiring the full policy development and approval cycle for every change.
03The role of the AI governance committee
An AI governance committee with genuine decision-making authority is the adaptive governance mechanism that a static policy document cannot provide.
For novel AI use cases that fall outside existing scenario guidance, the governance committee provides timely decisions (days or weeks, not months) based on the established principles framework. This is significantly faster than the alternative of waiting for a policy revision to accommodate the new use case.
The governance committee's decisions should be documented and published internally, becoming the body of case law from which future scenario guidance is derived. This creates a continuous improvement loop: novel cases become governance decisions, governance decisions become scenario guidance, scenario guidance reduces the volume of novel cases requiring committee attention.

04Horizon scanning as a governance function
Adaptive governance requires investment in understanding what is coming before it arrives. Horizon scanning is the governance function that prevents the organisation from constantly governing yesterday's AI capabilities.
A quarterly AI horizon scanning process should review: upcoming AI vendor capability releases (Microsoft roadmap, Azure AI updates, major model capability announcements), developing regulatory guidance from the ICO, FCA, and EU AI Office, and emerging AI use cases in the organisation's sector that may arrive in the near term.
Horizon scanning output should directly inform governance: where upcoming AI capabilities create new risk scenarios that existing guidance does not address, scenario guidance should be developed proactively rather than reactively. Where regulatory development is heading in a direction that will require governance adjustment, the adjustment should be planned before the regulatory requirement lands.
Organisations that govern reactively are always behind. Organisations that govern adaptively, maintaining oversight of what is coming while managing what is here, are the ones that build sustainable AI programmes that regulators, boards, and employees trust.
